以西安为中心的政区历史设置之特点及其当代启示

摘　　要：作为中国历史前期的重要都城及唐代之后西北及西南地区的核心枢纽,历朝历代对以西安为中心的关中地区的政区设置都极为重视。从秦代设置内史到汉代设立三辅及至唐代设立京畿道,基本都是以西安为中心,其管辖范围涵及今天陕西关中地区、甘肃陇东、山西晋南及河南豫西部分县市,这些措施在一定程度上带动了区域经济文化的整体发展。在全面建设社会主义现代化国家,实现中华民族伟大复兴的当下,更应发挥西安作为中心城市的辐射与引领作用,为推动区域经济的整体发展,适度调整政区设置应是不错的选择。As an important capital in the early period of Chinese history and the core hub of the northwest and southwest regions after the Tang Dynasty,all the dynasties have attached great importance to the setting of administrative divisions centred on Xi’an in Guanzhong Area.From the setting of Nei Shi in the Qin Dynasty to the setting of Sanfu in the Han Dynasty and to the setting of Jingji Dao in the Tang Dynasty,basically,Xi’an was the centre,and its jurisdiction covering today’s Guanzhong Plain in Shaanxi Province,Longdong Area in Gansu Province,Southern Shanxi Province,and some counties and cities in Henan Province and the western part of Henan Province.These measures have promoted the overall development of the regional economy and culture to a certain extent.Whilst building a modern socialist country in an all-round way and realizing the great rejuvenation of the Chinese nation,as a central city,Xi’an will play its leading role in the overall development of the regional economy,and it should be a good choice to appropriately adjust the setting of the administrative divisions.
