摘  要:选取中国2010-2019年15个地级及以上城市为研究样本,运用断点回归设计重点考察了人才争夺政策这一外生冲击对区域人力资本投资的影响效应以及区域异质性。结果表明:人才争夺政策的实施对人力资本投资有差异性影响,在人才红利增长率低的城市,政策的实施对人才红利扩大效应不显著,对教育机会成本有显著扩大效应;而在人才红利增长率高的城市,政策的实施对人才红利有显著扩大效应,对教育机会成本有显著缩小效应。Based on taking 15 prefecture-level and above cities in China from 2010 to 2019 as research samples,this paper analyzes the impact of an exogenous shock of talent competition policy on regional human capital investment and the analysis of regional heterogeneity by Regression Discontinuity Design.Results show that,implementation of talent competition policy has a different impact on human capital investment.In cities with low growth rate of talent dividend,the implementation of policy does not have a significant expansion effect on talent dividend,but has a significant expansion effect on educational opportunity cost.In cities with high growth rate of talent dividend,the implementation of policies has a significant expansion effect on talent dividend and a significant reduction effect on educational opportunity cost.
