摘 要:在正式制度所不能及的改革盲区内,中国教育事业的发展能否得到非正式制度的配合和支持?利用全国31个省(自治区、直辖市)2007-2015年322个地级市的相关数据,运用双重差分模型(DID)和超效率DEA模型,实证检验了官员返乡任职后“乡土情结”这一非正式制度对财政教育经费投入规模和效率的影响作用。研究发现:官员返乡后“乡土情结”有效扩大了官员家乡财政教育投入的规模,这种扩大作用主要发生在了基础教育和高等教育领域;然而,“乡土情结”并没有改善财政教育经费的使用效率,官员返乡任职后对家乡教育事业的关怀停留在教育经费数量的表面而缺乏对教育经费使用质量的关注。研究结论为教育改革如何获取非正式制度的支持提供了“乡土情结”的思路,并据此对当前中国教育事业的发展提出了几点政策性建议。In the blind area of reform beyond the reach of the formal system,can the development of China’s education get the cooperation and support of the informal system?Using the relevant data of 322 prefecture level cities in 31 provinces(autonomous regions and municipalities directly under the central government)from 2007 to 2015,and using the difference-in-differences(DID)model and super efficiency DEA model,this paper empirically tests the impact of the informal system of“local complex”on the scale and efficiency of financial education investment after officials return to their hometown.It is found that after officials return home,the“local complex”effectively expands the scale of financial education investment in officials’hometown,which mainly occurs in the fields of basic education and higher education;However,the“local complex”did not improve the efficiency of the use of financial education funds.After officials returned to their hometown to take office,their care for the education cause in their hometown remained on the surface of the amount of education funds and lacked attention to the quality of the use of education funds.The research conclusion provides the idea of“local complex”for how to obtain the support of informal system in education reform,and puts forward some policy suggestions for the development of China’s education.
