中外合作大学的超越发展——基于战略管理视角

摘　　要：中外合作大学对推动我国高等教育对外开放起到了十分重要的作用,它通过融合创新国内外优质教育资源,在短时间内取得了跨越式的发展。然而,中外合作大学的发展也受办学地经济社会条件与发展要素、资源投入与权责利分配、管理与运行机制等因素制约。梳理中外合作大学发展的本原,分析其在新的时代环境下面临的新问题,认为它可以借助战略管理得以超越。在进行战略管理时,需要营造良好的外部政策环境,加强战略管理研究,以育人模式与机制的创新为核心,构建完善的战略管理技术支持体系,打造多元化的战略管理文化平台。Sino-foreign cooperative universities play a significant role in promoting the opening up of higher education in China.Through the integration and innovation of high-quality education resources at home and abroad,they have taken a leap forward in a short time.However,their development is in the dilemma in terms of local economic and social conditions and development factors,resource input and distribution of rights and responsibilities,management and operation mechanism,etc.This paper analyzes the development mechanism and constraint in the new era,and suggests that the solution to the problem may be strategic management.We should provide the favorable external policy environment,carrying out further research,focusing on the innovation of education mode and mechanism,building a sound technical support system and a diversified cultural platform for strategic management.
