高校如何在“宫格”中实现行政主导下的自主发展——兼析沪浙高校分类发展模式与经验

摘　　要：进入新时代以来,省域层面自发实施的高校分类发展体现了我国高等教育进入普及化阶段发展的时代新特征,也反映了高校践行内涵式发展、推动教育高质量体系建设以及推动区域高等教育整体实力提升的努力。高校分类发展本身是一个老生常谈的话题,具有很强的学理逻辑与政策传统。上海、浙江等地的新近探索对此有了重要的突破,重点体现在创建新的高校分类方法,让每一所高校找到适合自己的"宫格",并以分类评价将分类管理落地,通过绩效评价进一步做实分类管理。省域层面统筹推进高校分类发展的做法值得深入推广实施,在实践中仍需要进一步把握好行政权力、绩效激励、高校自主发展以及内部治理能力提升等问题,从而持续激发分类管理与评价改革的生命力。Since entering the new era,the classified development of colleges and universities implemented spontaneously at the provincial level reflects the new characteristics of The Times when China’s higher education entering the stage of popularization,and also reflects the efforts of colleges and universities to practice connotative development and promote the overall strength of regional higher education.The classified development of colleges and universities itself is a platitude topic with a strong academic logic and policy tradition.Recent explorations in Shanghai,Zhejiang and other places have made important breakthroughs in this field,which are mainly reflected in the creation of a new university classification method,so that each university can find its own"grid",and implement classification management by classification evaluation,and carry out classification management through achievement evaluation.It is worth further promoting the classified development of colleges and universities at the provincial level.In practice,it is necessary to further grasp the issues such as administrative power,performance incentive,self-directed development of colleges and universities and improvement of internal governance ability,so as to continuously stimulate the vitality of the classified management and evaluation reforming.
