城乡比较视角下农村网格化管理审视

摘　　要：网格化管理日益被视为推动乡村治理现代化的重要模式而在越来越多的农村地区实践。从城乡比较的视角看,作为一种最初孕生于城市社会的治理模式,网格化管理与城市社会的高密度空间格局、高频次治理事务的特质相适配。而乡村社会的分散化空间格局、低频次的治理事务,以及乡村基层政府相对灵活高效的部门协同机制,决定了网格化管理模式与乡村社会基础之间的适配错位。网格化管理模式在乡村社会的具体实践诱发大量简单事务和治理对象的私人性事务涌入正式治理体系、基层治理主体的避责式消极应对,整个基层治理体系也由此偏离了简约高效的基本定位。乡村治理现代化的关键在于构建与乡村社会相适配的治理体系,网格化管理在乡村社会的推广应用需要更加审慎。Grid management has been increasingly regarded as an important model to promote the modernization of rural governance,which is being practiced in more and more rural areas.From the perspective of urban-rural comparison,as a governance model originally conceived in urban society,grid management is compatible with the characteristics of high-density spatial pattern and high-frequency governance affairs of urban society.However,the decentralized spatial pattern,low-frequency governance affairs of rural society,and relatively flexible and efficient departmental coordination mechanism of rural grass-roots government determine the mismatch between grid management mode and rural social foundation.The specific practice of grid management mode in rural society has induced a large number of simple affairs and private affairs of governance objects to flood into the formal governance system,and the passive response of grass-roots governance subjects,thus the whole grass-roots governance system has deviated from the basic orientation of simplicity and high efficiency.The key to the modernization of rural governance is to build a governance system suitable for rural society,and the application of grid management in rural society needs to be cautious.
