摘  要:评估是保障教育质量、践行社会问责的关键。虽然经过了二十多年的高校评估实践,形成了初具中国高等教育办学特色的评估模式,但如何确保评估的有效性依然是当前教育管理部门及高校面临的艰巨挑战,构建切合中国社会文化特征和高等教育发展的评估文化显得尤为重要。结合中国的国情及中国高等教育当前所处的普及化发展阶段的特征,总结评估经验和教训,借鉴美国评估文化建设中的组织管理文化、质量标准共识文化、循证文化、参与文化及质量改进文化等评估文化路径,针对我国当前高等教育评估存在的问题,构建政府、社会及大学三个层面涵盖的评估组织、质量标准共识、基于院校研究的循证评估、教师积极参与评估以及“评估-干预-再评估”等评估文化建设,对逐步形成稳定的评估模式具有重要作用。Assessment is the key to ensure the quality of education and to perform social accountability.After more than 20 years of assessment practice in colleges and universities,an assessment model with Chinese characteristics for higher education has been formed.However,how to ensure the effectiveness of assessment is still a daunting challenge faced by the current education administration departments and colleges and universities.It is particularly important to develop an assessment culture in keeping with Chinese social and cultural characteristics and the development of higher education.In light of China’s national conditions and the characteristics of the popularization stage of China’s higher education,this paper summarizes the assessment experiences,and draws lessons from American assessment cultural approaches,such as the culture of organization and management,the culture of consensus for quality standard,the culture for evidence⁃based assessment,and the culture for participation and quality improvement,etc.In view of the problems existing in China’s current higher education assessment,developing a culture for assessment,such as constructing a three⁃level evaluation organization by the government,the society and universities,a quality standard consensus,an evidence⁃based assessment utilizing institutional research,an“assessment⁃intervention⁃reassessment”model,and teachers’active participation in assessment,etc.,plays an important role in forming gradually a stable assessment model.
