充分发挥国有资本在乡村振兴中的平台作用——广东实践与启示

摘　　要：为解决好“三农”这一关系国计民生的根本性问题,中央于党的十九大提出乡村振兴战略。乡村振兴需要调动各方积极性,尤其是国有资本的平台作用。近年来,已有部分国企在盘活乡村资源、撬动社会资本、创新服务模式等方面取得了较好成效。2021年在广东进行调研时发现,当地国有资本通过基金运作在政府部门、村集体、村民和市场资本之间构建了合作共赢平台,充分整合各方资源,在实践中探索出了乡村振兴的高质量发展模式。以村民利益为先、顺应整个城市发展趋势和产业升级需要、强化全流程投资风险管控是国有资本平台作用得以充分发挥的3个重要因素。建议进一步明确国有资本在乡村振兴中的定位,加强有利于其作用发挥的基础设施建设;鼓励地方国有资本结合所在地城市化水平和产业特点,在乡村振兴项目开发方面因“村”制宜、因“情”施策,坚持将村民利益放在首位,创新资本运作模式,加强风险管控。In order to solve the fundamental problem of“agriculture,rural areasand farmers”,which is related to the national economy and the people’s livelihood,the central government put forward the strategy of rural revitalization at the 19th National Congress.Rural revitalization needs to mobilize the enthusiasm of all parties,especially the platform role of state-owned capital.In recent years,some state-owned enterprises have achieved good results in revitalizing rural resources,leveraging social capital and innovating service models.When we conducted research in Guangdong this year,we found that the local state-owned capital has built a win-win cooperation platform between government departments,village collectives,villagers and market capital through fund operation,fully integrated various resources,and explored a high-quality development model of rural revitalization in practice.Taking the interests of villagers first,conforming to the development trend of the whole city and the needs of industrial upgrading,and strengthening the risk control of investment in the whole process are three important factors for the full play of the role of the state-owned capital platform.It is recommended to further clarify the orientation of state-owned capital in rural revitalization and strengthen the infrastructure construction conducive to its role;Encourage local state-owned capital to combine the local urbanization level and industrial characteristics,take measures according to the“village”conditions and“situation”in the development of rural revitalization projects,adhere to putting the interests of villagers first,innovate the capital operation mode and strengthen risk control.
