风险防控视角下城市区域网络空间结构优化研究——以武汉都市圈为例

摘  要:城市间区域网络联系带来频繁的人流和物流,可能存在巨大的潜在风险。以武汉都市圈为例,从风险防控视角探讨都市圈人口流动与2019年末新冠肺炎疫情传播的关系。研究结果表明,风险大小与城市在区域网络中的地位高度相关;风险在城市网络中存在链式传递现象;单中心城市区域存在更高的网络系统性风险;合理的次级结构可以有效增加城市网络结构的抗风险韧性。基于此,提出只有在城市区域网络结构优化的前提下建立城镇之间的网络联系才是有意义和相对安全的,应警惕由于区域发展而产生的跨域风险,建议通过空间规划引导城市区域网络结构的优化,建立区域的协同治理网络。The connections between cities have become increasingly frequent and dense, but it may also bring regional risks. Taking Wuhan metropolitan area as an example, this paper attempts to interpret the correlation between the characteristics of intercity migration network and the spreading of COVID-19 epidemic from the perspective of risk control. It finds that there is a high correlation between the position of cities in the network and risks;a risk can trigger the “cascade effect” in the network;there are much larger chances of systematic risks in the mono-center city regions;and reasonable substructures can enhance the resilience of city networks. Therefore, this paper argues that it is meaningful and relatively safe to pursue the connectivity between cities only under the premise of optimizing regional network structure. We should be alert to the cross-city risks, guide the regional city network structural optimization through spatial planning, and establish a regional collaborative governance network.
