“放管服”背景下高校资产精细化管理

摘　　要：“放管服”改革是党中央和国家深化经济和行政体制改革的重要举措,通过研究“放管服”背景下高校资产管理存在的问题,探析“放管服”背景下高校资产管理有效途径。研究发现,高校在日常资产管理中,管理制度不完善,管理流程不规范。在资产“放管服”改革中认识不完全统一,思想观念落后,管理体系薄弱。大部分高校资产预算与管理脱钩,绩效评价不足。部分高校资产内控建设有欠缺,信息化建设有待加强。因此,各高校要转变思想观念,创新管理体系;完善资产管理制度,规范各项管理流程;加强预算管理,强化绩效评价;完善内控体系,加强信息化建设。从而将资产“放管服”改革放到位,管得住,服务好。The reform as“streamlining administrative authority,integrating centralization and decentralization and optimizing service”is an important measure for the Party Central Committee and country to deepen the reform of the economic and administration system.For this reformation in assets,there are some problems including non-unified understanding,backward perception and weak management system for higher-education universities.In routine asset management,the management system is imperfect and related procedure is not standard.Asset budget in most of universities is decoupled from the management,and the performance evaluation is inadequate.Meanwhile,some colleges and universities lack asset internal control construction,and the informatization construction needs to be strengthened.Therefore,the universities should(1)change their perceptions and innovate management system;(2)optimize asset management regulation and standardize various management procedures;(3)strengthen budget management and performance appraisal;and(4)improve internal control system and informatization construction so that the proper streamlining,proper control and good service level can be achieved in reformation as“streamlining administrative authority,integrating centralization and decentralization and optimizing service”.
