摘　　要：以人民为中心的发展思想把人民作为实践主体、认识主体、价值主体、历史主体。基于以人民为中心的发展思想,依据人民群体内涵的广泛性特征,以人民为中心的体育主体性的实践逻辑从不同人民群体的体育主体性出发,凸显“人民中心性”,使我国体育事业改革发展既作为人民个体成长和实现幸福生活的重要途径,亦呼应国家战略和民族发展需求,成为国家富强、民族复兴、人类进步的重要载体和内容。因此,基于“满足人民群众对美好生活的向往”和“通过体育促进人的全面发展”两个视角,从“城乡一体化推进”和“全人群全生命周期覆盖”两个层面提出具体实践路径:遵循“共建、共治、共享”理念,实现人民体育与人民城市建设相融合;实施“乡村体育振兴战略”,凸显农民主体性,提升农民幸福感;以体教融合促进儿童青少年健康发展;以体养融合提供健康老龄化的体育解决方案;以强化女性体育参与促进体育发展的性别平等;以发展适应体育促进特殊群体的社会融入与健康。The development ideology of people-centered regards the people as the subject of practice, the subject of cognition, the subject of value, and the subject of history. Based on this, the practice logic of people-centered sports development follows the guiding ideology of people-centered, fully considers the extensiveness nature of the concept of people’s group, and highlights the people-centered sports subjectivity from different sports subjects. We should make the reform and development of sports become an important way for each individual to grow and realize a happy life, echo the national strategy in practice, and become an important carrier for the country’s prosperity, national rejuvenation, and human progress. Therefore, based on the two perspectives of“satisfying the people’s yearning for a better life” and “promoting the all-round development of people through sports”, specific practical paths are proposed from the two levels of “urban-rural integration promotion” and “full life cycle coverage of the entire population”: Follow the concept of “co-construction, co-governance, and sharing” to realize the integration of people’s sports and people’s urban construction;implement the “rural sports revitalization strategy” to highlight the subjectivity of farmers and enhance their happiness;promote the healthy development of children and adolescents through the integration of sports and education;provide a healthy aging sports solution through the integration physical fitness and elderly care;promote gender equality in sports development through strengthening female sports participation;promote the social integration and health of special groups through developing adapted sports.
