环保约谈与地方政府环保激励政策:基于企业政府补贴获取的视角

摘　　要：环保约谈政策作为环保监管和政策执行的创新手段,会对地方政府环保政策与企业环保行为产生重要的影响。本文以环保约谈作为准实验,采用倾向得分匹配双重差分方法(PSM-DID),考察环保约谈对被约谈地方企业政府补贴获取的影响,探究环保约谈是否促使地方政府采取政府补贴激励政策,以强化地方企业环境治理。研究发现,环保约谈使得被约谈地方企业获得更多的政府补贴,包括环保补贴,且这种影响在环保资金短缺且环保潜力较大的非国有企业和高污染行业企业中更为显著。研究还发现,环保约谈能够增强政府补贴对企业环保投入的激励效应,进而表明环保约谈不仅促进地方政府采取积极补贴这一环保激励政策,而且还提升了地方政府这一环保激励政策的实施效果。本文的研究发现深化了环保约谈政策改善地方环境质量的作用路径理解,丰富了环保约谈政策实施效果的微观经验证据,为提升地方政府环境治理效率提供有益的启示。As an innovative means of environmental supervision and policy implementation,environmental protection interview policy has an important impact on local governments’environmental protection policy and enterprises’environmental protection behavior.Taking the environmental protection interview as a quasi-experiment,this paper uses the propensity score matching and difference in difference(PSM-DID)method to investigate the impacts of environmental protection interview on enterprises’access to government subsidies,and to explore whether environmental protection interview prompts local governments to adopt government subsidies as an incentive policy to strengthen local enterprises’environmental governance.It is found that environmental protection interviews make enterprises in the interviewed regions get more government subsidies,including environmental protection subsidies,and this impact is more significant in non-state-owned enterprises and enterprises in high-pollution industries which are short of environmental protection funds and have great environmental protection potential.The study also finds that environmental protection interviews can enhance the incentive effect of government subsidies on enterprises’environmental protection input,which indicates that environmental protection interview not only promotes the local government to adopt the environmental protection incentive policy of positive subsidy,but also improves the implementation effect of the local government environmental protection incentive policy.The above-mentioned findings deepen the understanding of environmental protection interview policy’s role in improving regional environmental quality,enrich the micro empirical evidence of the implementation effect of environmental protection interview policy,and provide useful enlightenment for local governments to enhance environmental governance efficiency.
