中国省际推进绿色创新的市场型环境政策研究

摘　　要：环境政策是促使企业绿色创新的重要驱动力。本文基于市场型环境政策工具和创新价值链两个维度,采用文本分析法对2017—2019年中国省际推进绿色创新的331项政策进行研究,发现:(1)五种市场型环境政策工具采用不均衡,其中绿色金融、环境补贴和环境税费的采用频率较高;(2)地方政府比较重视从创新价值链两端促进绿色创新,其中环境税费、环境补贴主要在研究开发和产业化与商业化阶段采用,税收优惠、绿色金融、绿色采购主要在产业化与商业化阶段采用,中间试验阶段市场型政策工具采用较少;(3)从区域层面看,东部地区主要采用绿色金融和环境补贴,中部地区主要采用环境税费、绿色金融和环境补贴,西部地区主要采用环境税费和绿色金融。最后提出优化市场型环境政策的对策建议。Environmental policy is an important driving force for green innovation.Based on the two dimensions of marketbased environmental policy tools and innovation value chain,this paper uses text analysis to study 331 provincial policies promoting green innovation in China from 2017 to 2019,and finds that:(1)The five market-based environmental policy tools are used unevenly,among them,green finance,environmental subsidies and environmental taxes and fees are used more frequently;(2)Local governments attach more importance to promoting green innovation from both ends of the innovation value chain.Among them,environmental taxes and fees and subsidies are mainly used in the stages of research and development,industrialization and commercialization.Tax incentives,green finance and green procurement are mainly used in the stages of industrialization and commercialization,and policy tools in the pilot link are rarely used.(3)At the regional level,the eastern region mainly adopts green finance and environmental subsidies,the central region mainly adopts environmental taxes,green finance and environmental subsidies,and the western region mainly adopts environmental taxes and green finance.Finally,some suggestions are put forward.
