摘　　要：数字化转型是一项庞大而复杂的工程,建立科学的数字化转型成熟度评价体系是推动转型的有效抓手。电信运营商在数据、资源等方面的禀赋决定了数字化转型有着区别于其它行业更高的要求,因此亟需构建更具电信发展要求的数字化转型成熟度评价体系。文章通过研究业界数字化转型评价成果,剖析电信行业数字化转型内涵,提出一套适用于电信运营商的数字化转型成熟度评价体系,包括成熟度模型、成熟度阶段划分、指标体系和评价方法,帮助电信运营商量化转型效果,推进持续改进;同时,还提出了指数运营平台构建方案和成熟度评价实施策略,有助于推动电信运营商数字化转型成熟度评价体系的落地推广。Digital transformation is a huge and complex project,and the establishment of a scientific maturity evaluation system for digital transformation is an effective way to promote the transformation.The endowment of telecom operators in data,resources and other aspects determines that digital transformation has higher requirements than other industries.Therefore,it is urgent to build a digital transformation maturity evaluation system with more telecom development requirements.This article researches the industry's digital transformation evaluation results,and analyzes the connotation of digital transformation in the telecom industry,and proposes a set of digital transformation maturity evaluation system of telecom operators,including maturity model,maturity stage division,evaluation index and evaluation method,to help quantify the transformation effect and promote continuous improvement.At the same time,this paper also puts forward the index operation platform construction scheme and maturity evaluation implementation suggestions,which helps to promote the implementation of digital transformation maturity evaluation of telecom operators.
