办学定位、办学特色和办学方略的探索与抉择——关于“如何办好中国社会科学院大学”问题的系统思索

摘　　要：立足于加快构建中国特色哲学社会科学的历史背景,在深入研究现代高等教育规律、中国社会科学院办现代高等教育规律的基础上,本文围绕中国社会科学院大学的办学定位、办学特色和办学方略作了系统思索和全面论证。作为办学定位,“中国特色社会主义一流文科大学”既体现了党中央赋予中国社会科学院大学的职责和使命,也是作为中国社会科学院大学主管机构的中国社会科学院“三个定位”的自然延伸和必然展现。作为办学特色,“科教融合”既是中国社会科学院大学与生俱来的深层底色,也是办好中国社会科学院大学的必由之路。作为办学方略,“入主流、入体系、一体化、一盘棋”既是实现中国社会科学院大学办学定位、办学特色的具体路径和切实举措,也是中国社会科学院大学“强优势、补短板”的战略性操作。围绕办学定位、办学特色、办学方略而凝聚共识、汇聚合力,系中国社会科学院大学必须经历并完成的一道基础性工序。安下心来把基础性工作做好,把办学定位、办学特色、办学方略落实落地落细,中国社会科学院大学就能走出一条富有自身特色的一流大学办学之路。Against the historical backdrop of accelerating the development of philosophy and social sciences with Chinese characteristics,and based on in-depth research on the laws of modern higher education and the laws of the Chinese Academy of Social Sciences(CASS)in running modern higher education,this paper focuses on the school-running orientation,characteristic and strategy of the University of the Chinese Academy of Social Sciences(UCASS)and made systematic thinking and comprehensive demonstration.The school-running orientation,i.e.,to build a“first-class socialist liberal arts university with Chinese characteristics”not only reflects the responsibility and mission entrusted by the Party Central Committee to UCASS,but also serves as the natural extension and inevitable manifestation of the“three orientations”of CASS as the parent and sponsor of UCASS.As the school-running characteristic,the“integration of research and education”is not only the inherent deep background of UCASS,but also the inevitable way to make a success of UCASS.As the school-running strategy,“entering the mainstream,entering the national system,getting integrated,and thinking in big-picture terms”is not only the specific path and practical measures to realize the school-running orientation and characteristic of UCASS,but also the strategic decision for UCASS to“strengthen weak links”and“consolidate advantages”.Building consensus and pooling strengths around the school-running orientation,characteristic and strategy is a fundamental process that UCASS must go through and complete.By doing a good job of basic work and meticulously putting in place the school-running orientation,characteristic and strategy,UCASS will blaze a path of building the first-class university with its distinctive features.
