摘  要:新治理为解决公共问题提供了一个新的范式。本研究基于新治理范式的核心要素,构建台湾地区技职教育治理模式分析框架,并从主体视角、关系视角和工具视角三个维度分析台湾技职教育治理模式及特征。70余年来,我国台湾地区技职教育形成了政府主导的协作式治理模式,即台湾地区行政管理机构、技职院校、企业等相关利益主体,在政府主导下,发挥各自作用与优势,通力协作,选择运用经济支持、信息共享和法律法规三重可辨别的行动机制,实现技职教育的有效治理。治理主体适度多元、适当分权治理以及治理工具有效组合运用,是台湾地区技职教育治理的特征,对大陆职业教育治理具有一定启示。New governance provides a new paradigm for solving public problems.Based on the core elements of the new governance paradigm,this study constructs an analytical framework for the governance model of technical and vocational education in Taiwan,and analyzes the governance model and characteristics of technical and vocational education in Taiwan from three dimensions:subject perspective,relationship perspective and tool perspective.Over the past 70 years,Taiwan's technical and vocational education has formed a government led collaborative governance model,that is,under the leadership of the government,Taiwan's administrative institutions,technical and vocational colleges,enterprises and other relevant stakeholders give full play to their respective roles and advantages,work together,and choose to use the three identifiable action mechanisms of economic support,information sharing and laws and regulations,Realize the effective governance of technical and vocational education.Appropriate diversification of governance subjects,appropriate decentralization of governance and effective combination of governance tools are the characteristics of the governance of technical and vocational education in Taiwan,which has some enlightenment to the governance of Vocational Education in China's Mainland.
