摘　　要：在教育强国的时代背景下,培育高质量的研究生是评估地方高校办学水平的重要指标,使得建立健全研究生培养质量内部保障体系成为地方高校持续发展的必要条件。因此,基于系统论视角,以整体性、动态性、关联性等为原则,构建地方高校研究生培养质量内部保障体系,主要包括利益相关主体系统、多元配套支持系统、评价监督管理系统三大子系统,并细分出七大系统要素。通过归纳总结研究生培养质量的历史经验,详细分析各子系统的建设目标与实施路径,力争破除当前研究生教育的现实困境,为地方高校培育高素质的创新型学科人才提供制度保障。With the goal of building a strong education country,cultivating high-quality postgraduates is an important indicator for evaluating the educational level of local colleges and universities,which makes the establishment of a sound internal guarantee system for postgraduate cultivation quality a necessary condition for the sustainable development of local colleges and universities.Therefore,from the perspective of systematology and the principles of integrity,dynamics and relevance,the internal guarantee system of postgraduate cultivation quality in local colleges and universities is constructed.This system mainly includes three major subsystems:stakeholder system,multiple supporting support system,evaluation,supervision and management system,and 7 major system elements can be subdivided from this system.By summarizing the historical experience of postgraduate training,this paper analyzes in detail the construction goals and the implementation paths of each subsystem,trying to break the practical dilemma of current postgraduate education and provide institutional guarantee for local colleges and universities to cultivate high-quality innovative talents.
