摘　　要：生态文明建设是中国特色社会主义现代化发展的重要战略任务,事关中华民族的永续发展。环保体制作为生态文明建设的重要制度保障在社会发展中日益完善,推动着我国生态环保事业不断向前发展。同时,生态环保领域治理体系和治理能力现代化水平的进一步提升,需立足于历史和现实,持续完善环保体制是关键。为此,基于新制度主义视角,回顾中国环保体制的历史演进,发现中国环保体制主要经历了从专注解决偶发的公害问题到持续的综合治理,从单一的环境事故应对到全面系统的预防,从末端被动管理到理念、制度及经济发展方式主动改革的结构性转变。但是,推进生态文明建设并非一蹴而就,在作为负责任大国积极主动承担全球环境治理的责任面前,中国环保体制自身在复杂严峻的国内外形势下肩负着光荣的使命与艰巨的任务,高效输出“中国智慧”与“中国经验”任重道远。The construction of ecological civilization is related to the sustainable development of the Chinese nation and is an important strategic task for the modernization of socialism with Chinese characteristics.As an important institutional guarantee,the environmental protection system is becoming more and more mature in social development,and it promotes the continuous development of Chinese ecological and environmental protection.At the same time,to further improve the modernization of the governance system and governance capabilities in the field of ecological and environmental protection,it is the key to continuously improve the environmental protection system based on history and reality.To this end,it is necessary to review the evolution of China's environmental protection system based on the perspective of neo-institutionalism,from focusing on solving occasional pollution problems to continuous comprehensive management,from single environmental accident response to comprehensive and systematic prevention,from passive management at the end to the active and structural change of concepts,systems and economic development methods.However,the suitable situation of national positioning and diversified and coordinated promotion of ecological civilization construction is not achieved overnight.As a responsible major country actively assumes the responsibility of global environmental governance,China's environmental protection system itself is shouldering a glorious mission in the complex and severe domestic and foreign situations.With the arduous task,the efficient export o“f Chinese wisdom”and“Chinese experience”has a long way to go.
