摘　　要：在国家扶贫开发战略取得根本性成果,小康社会初步建成后,各地县乡政府如何高效恰当地履行好经济职能,应成为下一阶段研究和实践的重要任务。从理论逻辑演进和实践探索两个维度,探讨河北欠发达区域县乡政府履行经济职能的直接着力点和间接方式,共同推动农村发展从“输血式”向“造血型”模式转变,以增强农村自我发展的内生动力,适应农村市场的新需求,逐步实现农村的产业兴旺。After the national poverty alleviation strategy has achieved fundamental results and the prosperous society has been initially built,how to effectively and properly perform the economic functions of local county and township governments should become an important task of research and practice in the next stage.From the two dimensions of theoretical logic evolution and practical exploration,this paper discusses the direct focus and indirect ways for the county and township governments in underdeveloped areas of Hebei Province to perform their economic functions,in order to jointly promote the transformation of rural development from"blood transfusion"to"hematopoiesis",strengthen the endogenous power of rural self-development,adapt to the new demands of rural market,and gradually realize the industrial prosperity of rural areas.
