摘 要:宅基地改革试点取得的成果显著与否,与各地的资源禀赋关系密切。与宅基地改革相关的资源禀赋可分为市场资源型、生态文化旅游资源型、政策资源型和普通资源型四种。从试点中选取不同资源禀赋改革模式如浙江义乌市、四川眉山市彭山区、重庆、河南新乡长垣市进行比较,结果表明:市场资源型浙江义乌市宅基地改革模式,所有权实现比较充分、资格权处理灵活、使用权流转形式多样,改革效果较好,具有较高推广价值;其他三种资源类型宅基地改革模式也结合自身资源禀赋优势实现了不错的改革效果。建议政府将当地资源禀赋比较优势归类,借鉴前期宅基地改革试点的经验,通过市场和非市场两种路径实现资源比较优势与宅基地改革相结合,在非市场资源型宅基地改革模式中发挥主导作用。The resource endowment related to homestead reform can be divided into four types:market resource,ecology and cultural tourism resource,policy resource and general resource.The representative reform models of different resource endowment such as Yiwu in Zhejiang province,Pengshan district in Sichuan province,Chongqing and Changyuan county in Henan province were selected from the homestead reform counties.The market resource type like Yiwu in Zhejiang province homestead reform model effect is very good and it has more promotion value.The other three resource types of homestead reform models also achieved some good results because their own resource endowment advantages were used.It is suggested that the government should make full use of the comparative advantage of resource endowment in the area of homestead reform,combine resources and homestead reform through market and non-market paths and play a leader role in non-market resource type homestead reform models.
