摘　　要：现代大学治理走向融合共享的发展之路,应以人民为中心的“共享”旨向、以现代大学制度为基础的“共治”取向和以多元主体协同的“共建”路向构建大学治理的基本框架。开放大学作为一所新型大学在与政府、市场和社会的关系,以及行政与学术、学校与学院的关系方面,面临诸多问题和挑战。促进开放大学内外部关系的有序运行和有机融合,可从制度保障、技术支撑和文化建设三方面寻求新思路,包括:外部举办者对于开放大学的政策制度安排、教育评价体制转型,内部新型大学实体建设、治理结构、制度体系的逐渐完善,以及新型大学的领导者、管理者、教职工及学习者等治理理念、素质和能力的不断提升。In the development of modern university governance towards integration and sharing,the basic framework of university governance should be constructed with the people-oriented"sharing"orientation,the"co-governance"orientation based on the modern university system and the"co-construction"approach of multi-subject cooperation.Open University,as a new university,faces many problems and challenges in the relationships among government,market and society,administration and academia,as well as schools and colleges.To promote the orderly operation and organic integration of the internal and external relations of the Open University,new ideas can be sought from three aspects:institutional guarantee,technical support and cultural construction,including the external organizers responsible for the Open University's policy and system arrangement,educational evaluation system transformation;gradual improvement of internal entity construction,governance structure and system,and the constant development of the governance concept,quality and ability of the leaders,managers,staff and learners in the new university.
