政企关系与产教融合型企业成长——基于积极差别制度环境的视域

摘　　要：政企关系是政府干预微观经济行为的重要手段,也是决定企业行为和绩效的重要因素。政企关系影响产教融合型企业的成长有四种"理想化"状况:政府奠定基础,强化企业"既想又能";政府革新制度,扭转企业"只想不能";政府组合激励,改善企业"不能不想";政府规约引导,校正企业"虽能不想"。政企关系影响产教融合型企业的成长亦有四种"情境化"表现:自由裁量约束,企业沦落被控境地;政治关联偏颇,企业谋求短期利好;制度环境缺憾,企业要素变革停滞;地方政绩诱导,企业俘虏公共利益。政企关系未来的走向与趋势是"协作共进"。政企双方可以通过强化制度执行,推动产教融合型企业成长;通过预防制度衰退,促进产教融合型企业成长;通过协助制度转型,护卫产教融合型企业成长。“Government-enterprise relationship”is an important means for the government to intervene in microeconomic behavior,and it is also an important factor that determines the behavior and performance of enterprises.Based on the perspective of different institutional environment,there are four“idealized”situations in which the relationship between government and enterprise affects the growth of production-education integrated enterprises:government lays the groundwork to strengthen business“wannabe and capable”;government revamp system,fix business“just want to not”;government combine incentives to awaken enterprises“capable not wannabe”;government regulation guide,correct enterprise“although can not want to”.There are also four“situational”manifestations of the influence of government-enterprise relationship on the growth of production-education integrated enterprise:discretionary constraints,enterprises reduced to be accused of the situation;political connections are biased,and companies seek short-term benefits;the system environment is short of regrets,and the reform of enterprise elements is stagnant;local government achievement induces,enterprise self-interest behavior highlights.The future trends of the relationship between government and enterprise is“cooperation”and“coordin ation”.Both government and enterprises can promote the growth of enterprises integrating industry and education through strengthening the implementation of the system;by preventing the decline of the system,the growth of enterprises integrating industry and education is urged;by assisting the system transformation,protect the growth of industry-education integration enterprises.
