摘　　要：基于2008-2018年中国内地30个省份的面板数据,采用包含非期望产出的超效率SBM模型测算省级环保投资效率,并运用空间莫兰指数定量分析空间相关性,进一步利用空间杜宾模型将环境规制与环保投资效率纳入一个分析框架探讨环境规制对环保投资效率的空间溢出效应。结果表明:(1)30个省份的环保投资效率存在区域差异性,且东部地区>中西部地区,呈现由西向东逐渐增强的趋势。(2)不同地区的环保投资效率呈现明显的空间相关性和集聚特征。(3)命令型环境规制对环保投资效率的影响整体呈负相关,表明强制性的环境规制政策未能从根本解决问题;市场型环境规制与自愿型环境规制对环保投资效率的影响呈正相关,但前者的直接效应与后者的总效应分别不显著。基于此,论文提出相应的政策建议,以促进区域投资合理化、提升环保投资效率。Based on the panel data of 30 provinces and cities in China's Mainland from 2008 to 2018,the super-efficiency SBM model with unexpected output is used to calculate the provincial environmental protection investment efficiency,and the spatial correlation is quantitatively analyzed by using the spatial Moran index.Furthermore,the spatial Dubin model is used to integrate environmental regulation and environmental protection investment efficiency into an analysis framework,and the spatial spillover effects of environmental regulation on environmental protection investment efficiency are discussed.The results show that:(1) There are regional differences in the efficiency of environmental protection investment in 30 provinces and cities,and the eastern region is greater than the central and western regions,showing a trend of increasing gradually from west to east.(2) The efficiency of environmental protection investment in different regions shows obvious spatial correlation and agglomeration characteristics.(3) The effect of mandatory environmental regulation on the efficiency of environmental protection investment is negatively correlated,which indicates that mandatory environmental regulation policy can not solve the problem fundamentally.There is a positive correlation between market-based environmental regulation and voluntary environmental regulation on the efficiency of environmental protection investment,but the direct effect of the former and the total effect of the latter are not significant.Based on this,this paper puts forward corresponding policy suggestions to promote the rationalization of regional investment and enhance the efficiency of environmental protection investment.
