中医药治理现代化的逻辑基础、价值追求与实践路径

摘　　要：实现中医药治理体系和治理能力现代化,必将推动中医药事业发展,助力健康中国建设。中医药改革发展已进入加速时期,但中医药治理仍存在遵循中医药规律的治理体系不够健全、治理能力发挥不充分等问题。通过梳理中医药治理现代化的时代逻辑、理论逻辑、目标逻辑、实践逻辑、文化逻辑等逻辑基础,结合人本属性、经济属性、科技属性、文化属性、国际属性等价值追求,从制度体系建构、传承能力建构、创新能力建构、协同能力建构、服务能力建构、国际能力建构和保障能力建构七个方面提出中医药治理现代化的实践路径。The modernization of governance system of traditional Chinese medicine(TCM)promotes the development of TCM,and thus facilitates the construction of a healthy China. Currently,the reform and development of TCM has entered a phase of acceleration,but is still facing problems including unsound governance system that follows the laws of TCM as well as insufficient governance capacity. By summarizing the logical bases in terms of the times,theory,target,practice and culture aspects,and by discussing the value pursuits in humanity,economy,science and technology,culture,and internationality attributes,this paper has put forward the practical methods for the modernization of TCM governance from the institutional system construction and the capacities building in inheritance,innovation,collaboration,service,internationality and guarantee.
