摘　　要：文章从分析英国公立医院治理的3个阶段入手,将英国公立医院治理主体分为政府部门、准政府公共机构和社会组织,并分别介绍各治理主体的职责。鉴于英国和我国在医疗服务体系组织模式上的相似性,提出我国公立医院治理部门在“有限政府”前提下,实现协同、确保目标一致性、提高治理能力和治理专业化水平。It starts from the analysis of the three stages of British public hospital governance,divides the governance bodies of British public hospitals into three categories:government departments,quasi-government public institutions,and social organizations,and introduces the responsibilities of each department.In view of the similarities in the organizational model of the medical service system between the UK and China,it argues that management departments of public hospitals in China should achieve coordination under the premise of“limited government”,ensure the same objective and improve the ability and specialization level.
