国有企业创新发展认知的跨期比较研究

摘　　要：为充分了解国有企业高管对提升国有企业创新力的看法,把握国有企业创新发展过程中面临的问题,在2015—2021年,对大型国企的高管开展了两轮调查。从国企高管的视角观测国有企业创新发展过程中政策环境的演变、内部治理的建设、创新能力的状况、改革举措的推动、瓶颈问题的所在,为深入学习贯彻习近平总书记关于国有企业改革发展和党的建设重要论述,完整、准确、全面贯彻新发展理念,加快推进高质量发展提供政策建议。两轮调查的跨期比较研究显示:国有企业应该并且已经成为建设世界科技强国的骨干力量,但是在推动引领性创新、发挥主导作用方面尚不尽如人意。在战略决策方面,国企领导人在决策上求稳防错,考虑眼前多于长远,在战略上缺乏规划的长期性、持续性,其企业家精神有待加强;在创新内容方面,倾向于跟随型和渐进式创新,在基础性、战略性领域缺少持之以恒的投入;在人才培养和评价激励方面,开放度、包容性和改革创新的勇气尚且不足。新发展阶段对国有企业发挥好战略支撑作用提出了全新要求,应坚持中国共产党对国有企业的全面领导,将创新摆在企业战略高度;应弘扬企业家精神,培养勇于创新的企业家队伍;应把握国有企业的改革机遇期,发挥政策工具箱的整体效能;应完善国有企业的分类评价和业绩考核制度,将鼓励创新、宽容失败的政策导向落到实处。In order to fully understand the views of SOEs'executives on enhancing the innovation capability of SOEs(State-owned Enterprises)and grasp the problems faced by SOEs in the process of innovation and development,a research group of CELAP(China Executive Leadership Academy in Pudong)carried out two rounds of investigation of large SOEs'executives from 2015 to 2021.It observes the evolution of policy environment,corporate governance,innovation capabilities and the bottleneck problems of SOEs by questionnaires and in-depth interviews.And it provides policy suggestions for deeply understanding and implementing General Secretary Xi Jinping's important expositions on reform and development of SOEs,for complete,accurate and comprehensive understanding and implementing New Development Concept,and for highquality development.The cross-period comparative study of two rounds of surveys show that SOEs should become and have already become the backbone of building a world power in science and technology,while SOEs have not been fully satisfied in promoting leading innovation and playing a leading role.In terms of strategic decision-making,being short of entrepreneurial spirit is common in SOEs,and seeking stability and preventing mistakes are still what matters most.Furthermore,decisions are made with more consideration in short term than in long-term,and the strategy lacks the long-term nature and continuity of planning.In terms of innovation areas,follow-up and imitation innovation is still the main consideration;basic areas and strategic areas are lack of persistent investment.In terms of talent training and evaluation mechanisms,the degree of openness and inclusiveness is insufficient,and the courage of reform and innovation is insufficient.To meet the new requirements for the New Developing Stage,measures will be taken to further enhance the innovative development capabilities of SOEs.Firstly,SOEs should adhere to the CPC's overall leadership and treat innovation as the core strategy.Secondly,regulatory authorities and SO
