摘　　要：县域产业重叠导致区域间产业碎片化和同质化,加剧了产能过剩与有效供给不足并存的结构性矛盾。从区域竞争视角构建完全信息与不完全信息的双重博弈模型,推导出产业重叠的形成机制。同时,采用产业结构相似系数法测算2013—2020年中国各省份样本县区产业重叠程度,并检验产业重叠的影响因素。研究发现:县域之间过于关注本地经济效益和官员政治晋升,使得县域产业重叠很难达到合意状态,而中央政府的宏观调控能够缓解产业重叠。各级政府的产业扶持和政策不确定性是非合意性产业重叠的主要成因,区域产业发展效率对产业重叠具有负向调节效应。最后从产业链共享和市场合力视角提出产业重叠化解机制。County industrial overlap has led to regional industrial fragmentation and homogeneity, which has exacerbated the structural contradiction between overcapacity and insufficient effective supply. This paper constructs a dual game model of complete information and incomplete information from the perspective of regional competition and derives the formation mechanism of industrial overlap. The industrial structure similarity coefficient method is used to measure the degree of industrial overlap in sample counties and districts across the country from 2013 to 2020 and examine the influencing factors of industrial overlap. It is found that the counties pay too much attention to the local economic benefits and the political promotion of officials, making it difficult for county industrial overlap to achieve a desirable state. However, the macro-control of the central government can alleviate industrial overlap. The industrial support and the policy uncertainty of governments at all levels are the main causes of undesirable industrial overlap. The efficiency of regional industrial development has a negative regulatory effect on industrial overlap. Finally, the resolution mechanism of industrial overlap is proposed from the perspectives of industrial chain sharing and market synergy.
