摘　　要：改革开放深刻影响了中国的政治、科技、教育、文化和社会发展,尤其是创造了世界经济发展史上的“中国奇迹”,奠定了今日中国平视世界的实力和底气。教育对外开放和开放办学是我国高等教育实现跨越式发展的重要原因,并随着国家和高等教育发展阶段的不同而呈现不同的阶段性特征。新时代背景下,大学要深刻把握高等教育内涵式发展的要求,围绕提高质量、优化结构、服务需求等目标进一步深化开放办学,更好地推进教育从外延式发展向内涵式发展的转变。The reform and opening up has profoundly affected China’s political, scientific, scientific and technological, educational, cultural, and social development, and especially created the“China Miracle”in the history of world economic development, which also have laid a solid foundation for China to stay in a good position in the world. Opening education to the outside world and running universities in an open mode are very significant to enable the education to take a great leap forward, which also demonstrate various characteristics at the different development stages of the country and higher education. In the new era, the development trend of higher education demands universities more to focus on improving education quality, optimizing structure, and serving for the needs better, so as to achieve the transformation from extensive development to intensive development.
