社区灾害风险管理中的风险沟通与风险的社会放大——基于兰州市住宅社区的实证调查

摘　　要：社区灾害风险管理实践中存在居民的风险感知与专家风险评估不一致的现象,即风险的社会放大,不利于灾害风险管理的顺利实施。以风险的社会放大为视角,选取兰州市的四个住宅社区为研究对象,采用实证研究方法,通过问卷调查分析、深度访谈法收集数据,构建了风险沟通、社区灾害风险的社会放大、社区灾害风险管理满意度三者之间关系的概念模型。利用回归分析得出:风险的社会放大并不会直接影响社区灾害风险管理满意度;风险沟通有利于提高公众对社区灾害风险管理的满意度;风险的社会放大会削弱风险沟通对风险管理满意度的积极作用;相较于风险沟通的内容,合适的风险沟通方式对于提升社区灾害风险管理满意度更有效率。As there exists inconsistency between residents’ risk perception and experts’ risk assessment, i.e.,the social amplification of risk, in the practice of community-based disaster risk management(CBDRM),the implementation of disaster risk management tends to be undermined. This paper takes a perspective of social amplification of risk and selects four residential communities in Lanzhou City as research objects. By adopting an empirical research method and collecting data through questionnaires analysis and in-depth interviews, it constructs a conceptual model of the relationship between risk communication, social amplification of community disaster risk, and residents’ satisfaction on the CBDRM. The regression analysis shows that public satisfaction on the CBDRM will not be directly affected by social amplification of risk, and it can be improved by risk communication, though the positive effect of the latter can be weakened by the amplification of risk. Compared with the content, appropriate risk communication methods are more efficient for increasing the satisfaction.
