日本教育审议会作为智库的经验与启示——基于组织分析的视角

摘　　要：“智库研究”是国家和社会关注的前沿与热点问题,也是教育研究的重要议题。作为日本教育领域智库典型代表的教育审议会,是社会治理中的一个重要机构,在日本教育改革与发展中扮演着重要的角色。基于组织分析的视角,从“功能—机制—特征”3个维度出发分析认为,日本教育审议会具有反映教育问题与表达利益诉求、提供教育政策制定的思路与建议、传播与解读教育研究前沿成果的功能。而为了保证这些功能的顺利实现,其构建了“准入—参与、引导—监督、惩戒—激励”立体式的智库运行管理机制,并在长期的发展中形成了组织身份独立性与自主性、组织人员多元性与平等性、组织结构体系化与扁平化等鲜明特征。基于此,日本教育审议会的做法和经验可为我国建设新型特色教育智库提供一定的借鉴与启示。“Think tank research”is not only one of the frontier and hot issues concerned by the state and the public,but also an important issue in education research.As a typical example representing Japan’s education,the Council for Education is an important organization for social governance,and plays an important role in the education reform and development.From the perspective of organizational analysis,this paper analyzes the Council for Education within the framework of“function—mechanism—feature”.The function of Japan’s Council for Education reviews the real educational problems,provides educational policy suggestions and disseminates its research results.In order to ensure the realization of these functions,a three-dimensional think tank management mechanism has been established,namely“access—participation,guidance—supervision,and punishment—incentive”,which exhibits distinctive characteristics,such as independence and autonomy as organizational identity,diversity and equity of personnel,as well as systemization and flattening of institutions.Therefore,implications from such practices can be drawn to build China’s education think tank with distinctive new features.
