摘 要:线路使用费是铁路运输清算的重要组成部分,其定价不仅直接关系到铁路各运输企业经济效益,也会对铁路产业市场规模和运输效率等产生重大影响。对平均成本模型进行了优化,即制定了基于技术经济指标的成本函数定价模型,为线路使用费定价提供了更科学的成本计算依据。明确了线路使用费清算单价动态调整的4个原则,建立了线路使用费清算单价的定期调整和触发调整机制。以期调动各种市场主体的经营积极性,为铁路的市场化改革发展提供决策支撑。Track access charges is an important part of railway transportation liquidation.Its pricing is not only directly related to the economic benefits of railway transportation enterprises,but also has a great impact on the market scale and transportation efficiency of railway industry.We optimize the Average Cost Model,which is to develop a cost function pricing model considering technical and economic indicators,to provide a more scientific cost calculation basis for track access charges pricing.We define the four principles of dynamic adjustment of pricing of track access charges,and establish a mechanism of regular adjustment and trigger adjustment of pricing of track access charges,so as to mobilize the management enthusiasm of various market players and provide decision-making support for the market-oriented reform and development of railway.
