基于熵权法的福建县域生态文明建设水平及动态变化评价研究

摘　　要：为科学客观地定量化评估县域生态文明建设水平及动态变化,指导地方生态文明建设规划与实践,根据国家生态文明建设的内涵外延,基于因子分析,筛选构建了生态环境状况、生态系统保护、生态安全保障、绿色节能降耗、资源循环利用、人居环境改善和社会共建共享共7个准则层21个指标的县域生态文明建设水平评价体系,利用熵权法客观赋值权重,运用综合评价方法,就福建省15个不同县域近3年来的生态文明建设水平及其动态变化情况开展分析评价。结果表明:一是结合因子分析和熵权法的评价结果具有科学性和有效性;二是从指标权重及研究结果看,社会共建共享、绿色节能降耗和生态系统保护的指标权重占比75%以上;三是分析得出福建县域生态文明建设水平呈逐年上升且增速明显,各个县(区)均采取一系列创新举措,积极推动生态文明建设不断发展;四是福建县域在保持环境质量高位运行、城镇化进程中保护生态环境和保证生态空间、推动绿色节能发展和资源循环利用、改善人居环境等方面上仍存在一定的压力。In order to scientifically and objectively evaluate the level and dynamic changes of county ecological civilization construction,and guide the planning and practice of local ecological civilization construction,according to the connotation and extension of ecological civilization construction,based on factor analysis,the evaluation index system of county ecological civilization construction level is screened and constructed with 21 indicators in seven criterion layers,that is ecological environment status,ecosystem protection,ecological safety securing,green energy saving,resource recycling,habitat environment improvement,social co-construction and sharing.Fifteen counties ecological civilization construction level and dynamic change in Fujian province were evaluated based on entropy weight method and comprehensive evaluation method.The results showed that:One is that the evaluation results combining with factor analysis and entropy weight method are scientific and effective.Two is that from the perspective of index weight and research results,the indicators weight within social co-construction and sharing,green energy saving and ecosystem protection accounts for more than 75%.Three is that the level of county ecological civilization construction has an obviously increasing tendency year by year,every county was taken to actively promote the continuous development of ecological civilization construction by adopting a series of innovative measures.Four is that there are some pressures for Fujian county in maintaining the high level of environmental quality,protecting the ecological environment and ensuring the ecological space in the process of urbanization,promoting the development of green energy conservation and resource recycling,improving living environment.
