常态化疫情防控下企业破产重整之纾困

摘　　要：随着新冠肺炎疫情的多地集中暴发,局部零星散发,疫情防控逐渐步入常态化阶段,经济发展也受到严重冲击,部分企业不可避免地出现经营不善、融资艰难、现金流断裂等情况,迫不得已进入破产清算或重整程序。破产重整程序作为破产制度中的重要环节,在拯救危困企业、优化营商环境方面发挥着重要作用。而在常态化疫情防控下,危困企业破产重整难上加难。基于此,分析危困企业破产重组所遇的难题,提出通过简化受理程序,促进重整模式多元化并完善相关配套措施等方式,以期助力危困企业走出逆境,转危为安,尽可能使资源配置得到最优化,稳定经济发展。With the concentrated outbreak of COVID-19 in many places and sporadic distribution in some parts,the epidemic prevention and control gradually entered the normal stage,and the economic development was also affected by serious crisis.Some enterprises inevitably suffered from poor operation,difficult financing,cash flow rupture and other situations,and had to enter into bankruptcy liquidation or restructuring procedures.As an important part of the bankruptcy system,the bankruptcy reorganization procedure plays an important role in saving the enterprises in distress and optimizing the business environment.And under the normalized epidemic prevention and control,a hand enterprise bankruptcy reorganization is harder,based on this,a hand enterprise bankruptcy reorganization analysis meet difficult problem,put forward by simplifying accepts the application,promote restructuring mode diversification and improve relevant supporting measures,including a hand enterprises out of adversity,in order to help turn the corner,optimize the allocation of resources to get as far as possible,stable economic development.
