摘　　要：随着我国信访法治化水平不断提高,教育领域综合改革不断深化,信访工作作为高校治理体系的重要制度补充,已成为高校改革决策科学化、民主化、规范化的有力助推。本文从高校信访工作的功能、特点、规律,以及完善高校信访工作机制的思考等方面,探讨建立健全高校信访工作机制的有效途径。立足高校信访工作的功能定位,发挥信访工作在高校治理能力建设中的积极作用,将进一步维护改革发展稳定大局,促进学校高质量、内涵式发展。with the continuous improvement of the legalization level of petition in China and the continuous deepening of comprehensive reform in the field of education,petition,as an important institutional supplement to the university governance system,has become a powerful boost to the scientization,democratization and standardization of university reform and decision-making.This paper discusses the effective ways to establish and improve the working mechanism of petition in Colleges and universities from the aspects of the functions,characteristics and laws of petition in Colleges and universities,as well as the thinking of perfecting the working mechanism of petition in Colleges and universities.Based on the functional orientation of petition work in Colleges and universities,giving full play to the positive role of petition work in the construction of governance capacity in Colleges and universities will further maintain the overall situation of reform,development and stability and promote the high-quality and connotative development of colleges and universities.
