项目管理视角下综合医院应对全员核酸检测采样的护理人力资源应急管理

摘　　要：目的总结新型冠状病毒肺炎疫情下综合医院应对全员核酸检测保障任务时,项目管理理论在护理人力资源应急管理中的应用经验。方法运用项目管理理论的科学方法,包括启动核酸采样护理应急项目组,制订护理人力资源调配库入选计划、人员素质能力提升培训计划,实施双轨制工作模式,重视过程管控。评价项目管理实施后护理人力资源调配、核酸采样及人力资源管理质量状况。结果2021年8月3~12日,调配护理人力资源23批、计680人;完成108个采样点超30万人次的核酸采样,受检者未发生交叉感染,护理人员无职业暴露发生;双轨制工作模式下护理人力资源管理质量未出现明显下滑,管理质量达标。结论项目管理有利于护理人力资源的高效调配与双轨制工作模式的稳步运行,可为今后应对突发应急事件提供参考。Objective To summarize the experiences of using project management approach in hospital nursing workforce response to population-wide specimen collection during a COVID-19 outbreak involving the Delta variant.Methods Project management approach was utilized in nursing workforce allocation for population-wide specimen collection for COVID-19 testing,including for-ming a nursing project team,formulating emergency response rosters,formulating training plan to enhance nurses′professional quality,implementing dual-track working mode,and strengthening process control.Allocation of nursing workforce,quality of specimen collection and human resource management were evaluated after the implementation of project management.Results Du-ring 3-12 August 2021,23 batches involving 680 nurses were allocated at 108 specimen collection sites,and more than 300,000 samples were collected.There was no cross-infection at the specimen collection sites and no occupational exposure among nurses.Under the dual-track working mode,quality of nursing workforce management did not decline significantly,and the management quality reached the standard.Conclusion Project management is conducive to efficient allocation of nursing workforce and smooth running of dual-track working mode,which can provide reference for emergency response management in the future.
