城乡社区干部担当作为的激励保护机制比较--以新冠肺炎疫情防控为例

摘　　要：近年来,党中央对干部工作给予高度重视,鼓励干部敢于担当、敢于作为。在应急防控中,社区是基础环节,社区干部发挥着党员先锋模范作用,需要对其予以激励和保护。为深入了解社区激励保护干部担当作为的实际情况,本文以新冠肺炎疫情防控为例,通过参与式观察和访谈法初步掌握城乡两类社区在激励保护干部担当作为方面的具体措施,对比异同,在此基础上着眼未来,从心理疏导、灵活应用常态化激励和应急性激励、注重保护与激励措施两手抓等三方面提出解决对策,激发基层活力,激励干部作为。In recent years,the China Party Central Committee has attached great importance to the work of cadres and encouraged cadres to dare to take responsibility and act.In emergency prevention and control,as the basic link,community cadres play a vanguard and exemplary role of Party members and need to be encouraged and protected.In order to get a deeper understanding of the actual situation of incentive and protection of cadres in communities,this paper takes COVID-19 as an example,preliminarily grasps the concrete measures taken by two kinds of communities in urban and rural areas to encourage and protect cadres through participatory observation and interview,compares the difference and similarity,focuses on the future on this basis,and puts forward countermeasures from three aspects,including psychological counseling,flexible application between normal incentive and acute incentive,and paying attention to both protection and incentive measures,so as to activate grass-roots experience and encourage cadres to act.
