摘　　要：本文从科睿唯安InCites数据库抽取通信文献数据,将累计被引次数百分比处于前10%的文献的作者界定为基础研究人才,以0.1%、1%、10%为标线将其划分为A、B、C三个层次,构建基础研究人才指数,比较中国与主要发达国家通信基础研究人才的发展趋势,分析A、B、C人才层次之间的相互关系,运用回归分析方法,探讨中国通信基础研究人才与经济社会发展之间的定量关系。本文为了解中国通信基础研究人才总体及各层次的发展趋势提供了多维、动态的洞察,可为精准制定人才发展相关政策提供实证参考。This paper extracts the data of communication literature from Clarivate InCites database,defines the authors of the literature whose cumulative percentage of citations is in the top 10%as basic research talents,divides them into three levels,including A,B and C according to 0.1%,1%and 10%as markers,constructs a basic research talent index,compares the development trend of communication basic research talents between China and major developed countries,analyzes the mutual relationship between A,B and C talent levels,and discusses the quantitative relationship between China’s communication basic research talents and economic and social development by using a regression analysis method.This paper provides a multidimensional and dynamic insight into the overall and level development trend of China’s communication basic research talents,and provides an empirical reference for accurately formulating policies related to talent development.
