摘　　要：开放教育媒体资源建设与应用需要构建媒体资源管理平台,创建高效能、可持续发展的媒体资源共享环境。基于开放教育媒体资源建设架构标准不规范、利用率偏低、后期管理不足、服务特色不够突出、缺少沟通互动等问题,必须根据媒体资源汇聚、管理、加工、分析、共享、应用、更新的需求,本着实用性、共享性、开放性、个性化的建设原则,从建设媒体资源、专业队伍、考核评价制度、利益共同体和共建共享机制等方面入手,推动优质媒体资源在组织管理、功能管理、资源建设、数据管理、可持续发展方面的开放与共享。The construction and application of open education media resources need to construct media resource management platform and create efficient and sustainable media resource sharing environment.Due to the non-standard construction framework of open educational media resources,low utilization rate,insufficient management in the later stage,insufficient service features,lack of communication and interaction and other problems,we must start from the construction of media resources,open sharing team,assessment and evaluation system,community of interests and co-construction and sharing mechanism to promote the opening and sharing of high-quality media resources in organizational management,function management,resource construction,data management and sustainable development according to the needs of media resources gathering,management,processing,analysis,sharing,application and renewal,and in line with the construction principles of practicability,sharing,openness and individuation.
