王莽迁都洛阳刍议  

On the WANG Mang′s Proposal of Moving the Capital to Luoyang

摘　　要：西汉建立初期曾短暂定都洛阳。复杂的政治环境,使得刘邦迁都长安。此后,洛阳被继任的汉朝统治者认为是一座较大的城邑,仅因武库、敖仓在这一地区而显得相对重要。直到西汉中后期,翼奉为了从根本上解决汉家礼制问题,向汉元帝建议迁都洛阳,以洛阳为都才再次回到人们的视野当中。随着汉家统治危机的加深,王莽代汉继而建立新室。代汉后的王莽再次提议迁都洛阳。王莽迁都洛阳的主张有着多方面的原因,一方面是为了加强对东方地区的控制,另一方面是为了削弱汉家礼仪制度所带来的影响。同时,还有可能是为了追求“制定则天下太平”的情感寄托。In the early stage of the Western Han Dynasty,Luoyang was the capital for a short time,but due to the complicated political environment,LIU Bang moved the capital to Chang′an(now Xi′an).After that,Luoyang was regarded as a larger city by the succeeding rulers of the Han Dynasty,only because the arsenal and Aocang(storing house for grain)were relatively important in this area.It was not until the middle and late Western Han Dynasty that YI Feng suggested to Emperor Yuan to move the capital to Luoyang in order to fundamentally solve the problem of ritual system of the Han family.With the deepening of the crisis of the Han family′s ruling,WANG Mang established a new office in place of the Han,and WANG Mang after the replacement of the Han again proposed to move the capital to Luoyang.There are many reasons for WANG Mang′s claim.On the one hand,it is to strengthen the control over the eastern region,and on the other hand,it is to weaken the influence of the Han family etiquette system.Finally,it may be to pursue the emotional sustenance of"making the world peaceful".
