摘　　要：目的构建医疗机构、医务人员、医疗行为监管(以下简称“三监管”)数据治理体系,保障“三监管”数据的真实性、有效性和实时性,提升对医疗机构、医务人员、医疗行为的监管效能。方法通过梳理、分析并解决建设过程中发现的数据质量问题,构建“三监管”数据治理架构,建立指标体系、数据标准,整合数据集,制定质控规则,开展“三监管”信息化建设及应用。结果数据治理应用后,省市各级医疗机构的监管数据上传完整率、准确率双上升,筛查疑似问题和查实问题数双下降。结论利用信息化手段,通过数据治理为医疗机构综合监管提供数据保障,有力支撑省级医疗机构综合监管顺利开展。ObjectiveThis study aims to build a data governance system for health institutions,health personnel,and medical behavior supervision(referred to as“three supervisions”)to ensure the reality,effectiveness and real-time of relative data,and improve the supervision efficiency of medical institutions,personnel and behaviors.Methods By combing,analyzing and solving the problems of data quality found in the construction process,it proposes to establish an indicator system,data standards,integrate data sets,formulate the quality control rules,and carry out“three supervision”data governance and application of Hospital Controlling Management System.Results Outcome After the application of data governance,the completeness rate and accuracy rate of regulatory data of medical institutions in cities and prefectures in Sichuan has both increased,and the number of suspected and verified problems has both decreased.Conclusion The application of information-based supervision provides accurate data for data governance,and effectively support the smooth development of comprehensive medical supervision in Sichuan province.
