“结构困境”到“内生聚合”:民族地区经济高质量发展研究

摘　　要：迫切需要从中国特色发展经济学的理论层面回答民族地区经济高质量发展“为什么”“是什么”以及“如何实现”三个层次的理论问题,本文基于民族地区现代化进程中的结构困境,剖析、梳理民族地区经济高质量发展中存在的瓶颈与制约,在内生聚合理论的框架内,对民族地区发展模式的特殊性与国家战略之间的回应关系进行了分析。本文提出:一是科学构建基于“结构困境”“工业—生态”杜能圈层结构、“两山理论”的理论框架;二是基于民族地区生态优势与价值夯实对全国经济高质量发展的支撑作用;三是明确民族地区新发展阶段的国土空间发展定位、新发展理念的根本遵循与行动方案,服务与融入新发展格局的现代化路径。At present,it is of urgent need to answer why,what,and how these three levels of theoretical questions in term of high-quality economic development in ethnic regions from the theo⁃retical level of economics with Chinese characteristics.As an examination on the structural dilemma of ethnic region in modernization process,this paper untangles the bottleneck and restraint in ethnic region’s high-quality economic development,analyzing the interactive relations between particularity of development mode in ethnic regions and national strategy by using the framework of endogenous aggregation theory.This paper proposes that,firstly,to scientifically construct the theoretical frame⁃work based on the"structural dilemma",the"industrial-ecological"Durnen circle structure,and the"two mountains theory";secondly,to consolidate the supportive function of ecological advantages in ethnic region to high-quality development of national economy;thirdly,to clarify the spatial develop⁃ment positioning of national land and the fundamental guidelines and action plans of new develop⁃ment concept of ethnic regions in the new development stage,and to serve and integrate into the new development pattern of modernization path.
