摘  要:大规模疫情对全球经济的冲击,推动了学术界重新思考抵御增长萎缩与长期增长绩效的关系。经济史研究表明,长期增长绩效是增长和萎缩共同作用的结果,但传统经济分析忽视了发展过程中增长萎缩的重要性;从长期增长的结果来看,降低萎缩率和萎缩频率与实现高增长率同样重要。本文从学说史的视角考察了主流经济学对增长萎缩分析缺失及其原因,分析了萎缩与长期增长绩效的经验史实,讨论了增长萎缩的内涵和导致增长萎缩的原因,并从社会能力的角度探讨了增长韧性的内涵。本文认为,社会能力为国家间的增长韧性差异性提供了重要的理论解释框架,而社会能力的积累有助于增强国家的增长韧性。The impact of the large-scale epidemic on the global economy has pushed the academia to rethink the relationship between resisting growth shrinkage and long-term growth performance.Economic history shows that long-term growth performance is the result of both growth and shrinkage,but traditional economic analysis ignores the importance of growth shrinkage in the development process.In terms of long-term economic growth performance,reducing the rate and frequency of shrinkage is as important as achieving high growth rates.From the perspective of the history of economic doctrine,this paper investigates the lack of analysis of growth shrinkage in mainstream economics and its reasons,analyzes the empirical history of shrinkage and long-term growth performance,discusses the connotation of growth shrinkage and the reasons behind growth shrinkage,and examines the connotation of growth resilience from the perspective of social capability.This paper argues that social capability provides an important theoretical framework for explaining the differences in growth resilience among countries and the accumulation of social capability can help strengthen growth resilience for each country.
