摘 要:澳门地区基础教育在特殊历史环境下形成以私立学校为主体的格局,回归后逐渐演变成“私校公助”的服务供给模式,伴随的是教育政策的逐步完善。随着特区政府基础教育投入的增长,“私校公助”政策取得了学生受教育权利得到保障、师资队伍素质提升等显著成效,同时面临着公共教育资源分配不公、分配方式不合理削弱办学效率、市场竞争机制缺位影响教育产出、制度约束弱影响教学质量等困境。因此,未来可从调整分配方式、引入市场机制、建设法制基础及强化监管机制等维度探索治理路径。Under the special historical environment,basic education in Macao region has formed a stereotype with private schools as the main body.After the reunification,the service mode of“private schools with public funding”has gradually formed.At the same time,the education policy has been gradually improved.With the gradual improvement of the foundation of the SAR government,the policy of“private schools with public funding”has shown remarkable results:students'right to education is guaranteed,and the quality of teachers is improved.At the same time,it is also faced with the following dilemmas:unfair distribution of public education resources,unreasonable distribution methods weaken the efficiency of school running,the absence of market competition mechanisms affect education output,and weak institutional constraints affect teaching quality.Therefore,in the future,we can explore governance paths from the dimensions of adjusting distribution methods,introducing market mechanisms,building a legal foundation,and strengthening regulatory mechanisms.
