集体化时期京津冀协同治理海河研究

摘　　要：集体化时期在海河流域的治理上,京津冀进行了广泛的协同合作,从新中国成立后第一座大型水库———官厅水库的修建开始,到“大跃进”时期大规模的水库建设,再到人民公社时期的根治海河运动,在治理规划的出台、治理顺序的安排,再具体到施工中劳动力分配、机械材料保障以及移民安置等各方面,各地之间进行了广泛的合作并取得了显著成就。这种水利建设上的协作打破了地域界限,为统筹规划、综合治理、联合施工创造了良好条件。其中,党和国家的高度重视与统一领导是协同治理的基础及保障,各地充分发挥自身优势、兼顾整体利益则推进了河流治理的顺利进行。During the period of collectivization,Beijing,Tianjin and Hebei cooperated extensively in the harnessing of Haihe River Basin.From the construction of Guanting Reservoir,the first largescale reservoir after the founding of New China,to the large-scale reservoir construction during the Great Leap Forward,to the Permanently Harnessing the Haihe River Movement in the period of Peo⁃ple’s Commune,including the arrangement of the harnessing plan,the order of Governance,the dis⁃tribution of labor force,the guarantee of mechanical materials and the resettlement of immigrants,Beijing,Tianjin and Hebei have made extensive cooperation and made remarkable achievements.This collaboration in water conservancy construction has broken the regional boundaries and created good conditions for overall planning,comprehensive management and joint construction.Among them,national attention and unified leadership are the foundation and guarantee of coordinated gov⁃ernance,while the smooth progress of river governance is promoted by giving full play to local ad⁃vantages and taking into account the overall interests.
