中西部地区人力资本流失现状研究——基于2010~2017年CMDS分析

摘  要:我国中西部地区一直被认为是人力资本流失地区,运用2010~2017年的中国流动人口动态监测调查(CMDS)数据研究中西部地区省级层面人力资本的流动方向以及流失强度。研究发现中西部地区人力资本流失具有区域异质性。西部地区除四川省和甘肃省外均为人力资本净流入省份,人力资本流失情况并不严峻。而中部地区七个省则均为人力资本净流出省份,人力资本的流失较为严重。从流失强度上看,中部地区流失强度普遍大于西部地区。China's central and western regions have been considered as human capital loss areas,this paper uses the 2010~2017 CMDS(China Migrants Dynamic Survey)data to study the central and western of the provincial level of human capital flow direction and loss intensity.It is found that the human capital loss in the central and western regions has regional heterogeneity.Except for Sichuan prov ince and Gansu province,the human capital in the western region flows into the provinces net,and the human capital loss is not serious.The seven provinces in the central region are all provinces with net outflow of human capital,and the loss of human capital is more serious.In terms of loss intensity,the loss intensity in the central region is generally greater than that in the western region.
