高新区技术创新效率评价与经济增长脱钩分析——基于中部地区32个国家级高新区

摘　　要：国家级高新区成为推动中部地区区域经济发展的核心增长极,是推动中部崛起核心动力的重要载体。运用三阶段DEA模型对我国中部地区32个国家级高新区的技术创新效率进行评价,研究发现:我国中部地区国家级高新区的技术创新效率整体较低,环境因素和随机误差因素对其影响较大。进一步经脱钩模型研究发现,中部地区高新区资源投入和产出效率与经济增长整体呈现相对脱钩状态。基于此,对我国中部地区国家级高新区的发展提出相应的对策建议。National high-tech zones have become a core growth pole of economy in central China.This paper uses a three-stage DEA model to evaluate the efficiency of technological innovation in 32 national high-tech zones of central China and finds that the efficiency of technological innovation in these zones is at a low level due to the factors of environment and random errors,and the efficiency of investment is decoupling with economic growth in these zones.This paper also proposes recommendations for the development of high-tech zones in central China.
