摘　　要：新疆十多年来环境问题日益严重,大气、水体、土壤等环境要素的污染事件时有发生,但由于缺乏适格的起诉主体、诉讼成本过高等原因,环境民事公益诉讼案件屈指可数。新疆作为典型的生态环境敏感区和脆弱区,通过环境公益诉讼促进生态修复极为必要和紧迫。对此需要新疆兵地统一布局,提升检察机关在环境民事公益诉讼案件中的参与度,加强对环境民事公益诉讼的支持起诉力度,开创具有边疆特色的环境民事公益诉讼新局面。Environmental problems in Xinjiang have become increasingly serious in recent years and there are frequent occurrence of air,water and soil pollution.However,there are only few environmental civil public interest lawsuits due to the lack of qualified plaintiffs,excessive litigation costs and some other reasons.Given the importance of Xinjiang as a typically ecological sensitive and fragile area,it is extremely necessary and urgent to promote ecological restoration through environmental public interest litigation.As a result,efforts should be made by Xinjiang Production and Construction Corps and local governments to make unified arrangements,to enhance the participation of the People’s Procuratorate in environmental civil public interest litigation,and to strengthen the support for environmental civil public interest litigation so as to create a new situation of environmental civil public interest litigation with Xinjiang’s own characteristics.
