张曾敭抚浙时期的施政策略及舆论形象

摘　　要：光绪三十一年至三十三年(1905—1907),张曾敭担任浙江巡抚,其私人档案详细记载了他的施政情况。然而,学界对该人物的研究多着眼于“秋瑾案”后的舆论评价,对其抚浙时期的施政策略关注颇少,有相当部分的档案、中外文报刊等史料未得到充分利用。通过全面爬梳史料可以发现,张曾敭抚浙期间与浙江士绅关系尚洽,且多以新政模范的形象亮相于报端,与“秋案”后屡遭抨击之状况颇为不同。其原因在于张曾敭虽高龄继任,身体欠佳,思想意识难以跟上时代节奏,但他在新政事务上留给浙省士绅不少空间,同时抓住地方新政和利权收回运动两大关键问题,通过整顿吏治、裁撤书吏、支持浙路废约等举措,获得了士绅的支持及舆论的推崇。“秋案”发生后,沪上舆论将其视为预备立宪时代“反改革”的典型,主持浙省新政的部分士绅亦因是而成为舆论质疑的目标。From 1905 to 1907,Zhang Zengyang was the governor of Zhejiang,and his behavior was well documented in his personal archives.However,researchers always focused on the public opinion of him after the“Qiu Jin Case”,but less attention had been paid to his governance strategies before that case.Meanwhile,a considerable part of the archives,Chinese and foreign newspapers and other historical materials have not been fully utilized.By reading the historical materials,we could find that Zhang Zengyang was still on good terms with the gentry in Zhejiang,and was often presented as a model of reformist by the mass media,which was quite different from the situation after the“Qiu Jin Case”when he was criticized seriously.The reason for this is that,although Zhang’s ideology was not new enough to keep up with the times,he left a lot of space for the gentry in Zhejiang province in terms of local affairs,and at the same time he seized most important issues,such as the reorganization of officials,the abolition of clerks,and the support for the abolition of treaties in Zhejiang,and thus gained the support of the gentry.After the“Qiu Jin Case”,the public opinion in Shanghai regarded Zhang as a typical character of“anti-reform”,and some of the gentries in Zhejiang Province were criticized by the mass media as well.
