中国海域资源价格形成机制探析

摘　　要：从定价的行为过程看,中国现行海域资源价格形成机制存在所有者代表不适合、一级市场化率低、交易行为不规范、市场化出让积极性不高、国家海域使用金标准偏低、价值在评估结果中的体现不充分等问题。对此,需要做好明确国家所有者产权主体、在不同性质的海域使用主体间平等配置资源、进一步发展挂牌出让手段、完善海域收储制度、搭建全国性市场交易服务平台、加强海域使用金标准制定过程管理、摸清家底、完善海域使用权价格评估体系与海洋生态补偿制度体系等工作,从而保障海域资源要素的自主有序流动,促进海洋经济高质量发展。From the perspective of pricing behavior the current mechanism of price formation of sea area resource in China has some problems such as unsuitable representative for owner low market-oriented rate irregular trading behavior low enthusiasm of marketization low standard of national sea area use fee and insufficient value in evaluation results.Therefore we need to make clear the owner of state property right allocate resources equally among users with different attributes further develop the means of listing improve the sea area collection and storage system build a national market transaction service platform,strengthen the management of the process of setting the sea area use fee standard get a clear picture of resource improve the price evaluation sys-tem of sea area use right and the marine ecological compensation system to ensure the independent and orderly flow of sea area resource and pro-mote the high-quality development of marine economy.
