加强高校政府采购预算管理工作的思考

摘　　要：高校政府采购预算管理普遍存在预算编制较粗放、执行较随意、控制较乏力、绩效评价较简单等问题。针对现存问题,剖析深层原因,应从思想认识、主体责任、制度体系、绩效评价和人力保障方面采取措施,改进高校政府采购预算管理工作,提高高校资金的使用效益,防控高校政府采购工作中的廉政风险。The budget management of government procurement incolleges and universities generally has some problems,such as extensive budget preparation,random implementation,weak control,simple performance evaluation and so on.Through in-depth analysis of the current situation of the problems and the deep-seated reasons,measures should be taken from the aspects of ideological understanding,subject responsibility,system,performance evaluation and human security to improve the government budget management of colleges and universities,improve the use efficiency of funds of colleges and universities,and prevent and control the integrity risk in government procurement of colleges and universities.
